We draw 0 cards (i.e. no discard) (implication being we can avoid fatigue by playing 0 cards) We discard 2 cards (one for each draw) We discard 1 card something else.

In fact, I'm interested to explore the idea of rewarding players for having a full hand.
2 draw is likely to be a high-tempo game. So instead of punishing slower control decks by burning their cards perhaps we should try to reward such conversative play instead.
Here's a similar but related idea:
suppose at deck creation we give an option for a deck to be in one of two camps: empty or full. (for lore, we can come up with some bullcrap like "the path of desperation/greed")
If a deck selects the empty trait, they get a reward when they have 0 cards in hand. Conversely, the 'full' trait grants the same reward, but only when the player has a full hand.
Not sure how interesting it would be in practice, but it is something I'd be interested in exploring.
